DOEACC is the brainchild of the All India Council for Technical Education (AICTE) and functions under the Department of Information Technology, Ministry of Communication and Information Technology, Govt. of India Under the DOEACC scheme, computer training institutes/organizations in the non-formal sector are granted accredition for conduction specified levels of courses, subject to adherence to well-defined norms and criteria. These courses are: 'O' (Foundation level), 'A' (Advanced Diploma), 'B' (MCA equivalent) and 'C' (M.Tech. level in computer science and engineering). The syllabi and examinations for the courses are developed by an expert panel drawn from academia, industry and the government. The DOEACC Scheme provides career opportunities in the field of Computer Software and Information Technology at all the levels. The basic entry level is a 10 + 2 or 10+ ITI qualification. There is also a provision for horizontal entry at higher levels for students and professionals with higher qualifications. A student can select one of the four levels of 'O', 'A', 'B' or 'C'. High-level standardization of syllabus and examinations ensure quality manpower at each level. DOEACC qualifications are also recognized by the government for employment. The three major components of DOEACC scheme are: ACCREDITATION, REGISTRATION and EXAMINATION.

1. Government of India, Ministry of Human Resource Development (Department of Education) in its notification(43) dated 1 March 1995, states: “No. F. 18-23/92 TD.V-TSIV(.) On the recommendation of the Board of Assement for Educational Qualifications, the Government of India has decided to recognize the 'O' Level and 'A' level examinations conducted by the Computer Society of India (CSI) under the Department of Electronics Accreditation of Computer course and Advanced Diploma level course, respectively, for the purpose of employment of posts and services under the Central Government”.

2. This was amended by the same department in its notification (49) dated 19.4.96 stating: “No. F. 18-23/92 TD.V/TS-IV in partial modification of Notification (43) of even number dated 1 March 1995, on the recommendations of the Board of Assessment for Education Qualifications, the Government of India has resolved to recognize, with effect from July 1995 the change in the name of the Examination-conducted/awarding-body for 'O' level and 'A' level course from Computer Society of India to the Department of Electronics Accreditation of Computer courses (DOEACC) Society.”

3. “No. F.2/6/97-TS.IIIA. On the recommendation of the High Level Committee for Recognition of Educational Qualification, the Government of India has decided to recognize the 'B' level computer examination being conducted by the Department of Electronics Accreditation of Computer Courses (DOEACC) society for the purpose of employment under the Central Government, where MCA is the desired qualification”.

• DOEACC qualifiers are eligible for working visa in Japan. ‘A’ level qualifiers will not be required to produce evidence of work experience to obtain visa for entry in Japan. The Japanese government has said that it will relax immigration controls on Indian nationals with IT skills. Currently foreign engineers require an appropriate degree or 10 years of work experience. However, now they just need to pass the Indian Department of Electronics Accreditation (DOEACC) examination which certifies their competency

• DOEACC B level holder has got his Educational Credential Evaluation report prepared by the Globe Language Services Inc, New York, USA. The evaluators have given in the report that Diploma followed by DOEACC B Level, is equivalent to 4 Years Bachelor's degree (B.S. degree) in Computer Science of the United States.
